RULES of ACCREDITATION

The accreditation — is a procedure, by means of which one the authorized body officially recognizes a capability of fulfilment as proof-of-concept lab or body(organ) of certification of particular activities in the stated field(area).

The accreditation of Regional centers and Branch bodies(organs) of certification SCQ is made with the purpose of installation of availability of entitiess, entities, public associations — of any legal persons to conduct activities on certification at an indispensable level according to the requirements of a System SCQ.

N-ский Center of certification of quality of the goods and services (hereinafter text - Center) has received the Certificate of accreditation N РОСС. SCQ... Methodical Center of a System of certification SCQ, registered Госстандартом of Russia (рег. N РОСС. RU. 0001.040008 SCQ).

1. GENERAL PROVISIONS.

The regional center of ecological certification (hereinafter text - РЦ) is subdivision of the Kola regional Association " For safety of potable water and nutrition (hereinafter text - Association) and acts ground and according to the Articles of association, present Rule(situation,position) and current legislation of Russian Federation.

РЦ is organization which is not dependent on the manufacturers, of realizers and customers grey - тифицируемых of the goods and from the producers and customers of certified products.

2. PURPOSE.

The main(basic) purposes of ecological certification are:

Improvement of the quality of commodity by conditioning for an opened free competitiveness of firms on a unified commodity market and services on the basis of the information on a level of ecological purity of commodity
Protection of a customer against unscrupulous activity of the manufacturer of commodity;
Endorsement of parameters(indexes) defining quality (further - of figure of merits) of commodity in a part of ecological purity;
Assistance to a customer in competent selection of commodity;
Incentive of corporations, elapsed and wishing to pass ecological certification, to self-progressing in production and implementation of ecologically qualitative commodity.

3. SYSTEM of a RATING of a DEGREE of QUALITY.

The system of a rating of a degree of quality in a part of ecological purity includes:

Procedure of definition of actual values of each of parameters(indexes) of ecological purity or groups of parameters(indexes);
Algorithm of a rating of a degree of quality in a part of ecological purity by results of matching actual and baseline values of parameters(indexes) (ПДК, МДУ, ВДУ etc.);
Rules of definition and submission(representation) in the Ecological certificate of the main(basic) outcomes of certification.

4. MAIN(BASIC) PROCEDURES.

The activity on Ecological certification, according to rules(situations,positions) SCQ, includes following main(basic) procedures:

Selection of the nomenclature of ecological figure of merits;
Selection of baseline values of these parameters(indexes) and coefficients them весомости, with allowance for of regional features;
Definition of actual values of parameters(indexes) of certified products;
Calculation of a level of ecological purity, concerning adopted for base;
Design and issue of the Ecological certificate.

5. RELATIONSHIP РЦ And МЦSCQ.

The methodical manual of activity of regional center of certification implements Methodical center SCQ. The economical fundamentalses of interplay РЦ and МЦSCQ are determined by the applicable bilateral contract.

6. COMPLEMENTARY FUNCTIONS.

The regional center executes(designs) also following functions:

Participates in adapting, as agreed with МЦ, general provisions and normative materials, and if necessary - communal normative (baseline) values of parameters(indexes) (groups of parameters(indexes)) quality in a part of ecological purity on each kind(view) of commodity with allowance for of features of locale:
Will organize and carries out(conducts) when due hereunder accreditation of branch bodies(organs) of ecological certification (ОSCQ), other РЦ, his(its) operating, included in an area, on those or diverse kinds(views) of commodity (if under the initiative ОSCQ it has not made МЦSCQ);
Carries on the registry ОSCQ and firms which have obtained the Ecological certificate, and also Ecological certificates issued in locale by other bodies(organs) SCQ;
After an output(exit) on a stable conditions of activity provides the regular publication in official bodies(organs) of a local press of lists of firms, elapsed ecological certification, and firms with the cancelled Ecological certificates;
If necessary participate in realization of inspection check of a degree of quality of certificated services in a part of ecological purity;
Establishes(sets) business contacts to institutions of local government of municipal formations of Murmansk field(area) with the purpose of urging progressing of productions and firms manufacturing or realising commodity of heightened ecological quality.

7. ORDER of CERTIFICATION.

7.1. For realization of activities on certification on particular firms РЦ or ОSCQ, as a rule, will organize COMMISSIONS of a software of ECOLOGICAL CERTIFICATION with actuation in them of the indispensable specialists, including from itself, from Methodical center, from specialized bodies(organs) (for example, Госторгинспекции, universities, domestic self-government institutions, companies of protection of customers and т. д.) - only 4... 10 чел, depending on scales of production and complication сертифицируемых of kinds(views) of commodity.

The candidature of the Chairman of a Commission determine jointly chief of a body(organ) conductive certification, and person supplying(ensuring) the order. 7.2. The items of information on the issued Ecological certificate are introduced to the registry МЦ, and also РЦ or ОSCQ with the indicating of the main(basic) outcomes of certification. These parameters(indexes) are transmitted in Methodical Center for the registration and generalizing of experience of Regional Centers of ecological certification and for management of the Registry of subsystems SCQ. 7.3. Validity of the Ecological certificate issued to a customer of commodity - 1 year. By results of inspection check he can be paused, is cancelled or is prolonged for 0,5 years, if after the expiration(efflux) is primary of the law day of value of figure of merits have not worsened and on the given firm the negative recalls did not act(go). At the high warranties of repeatability of production the Ecological certificate is given for 3 years. The ecological certificate on a crew is real on period, definite duration of the Certificate of correspondence, but no more than for one year.

7.3. After an output(exit) SCQ on a stable conditions of activity on this or that locale the full list of firms and their commodity with the operational Ecological certificates is published of time per one quarter.

The items of information on firms, for which one is obtained or is cancelled Экологическийсертификат of quality, the local presses - whenever possible monthly are published.

7.4. The principled basis(fundamentals) of a system SCQ in a part of ecological purity is formed on the basis of the legislation, operational in country, on certification.

7.5. The standards, operational in each locale, on each kind(view) of services and goods prepare by Methodical Center, РЦ or ОSCQ it is ground of materials SCQ or (after the coordination with МЦ) the materials of branch centers CCК, other systems will be used: a GOST Р, branch standards and пр.

Baseline (normative) values of figure of merits in a part of ecological purity, on correspondence which one the certification is carried out(conducted), are selected by the way of parameters(indexes), from natural values or / and in balls.

The compounded(drawn up) nomenclature and the selected values of baseline parameters(indexes) after the coordination them with the specialists МЦ become the normative document as a fundamentals for realization in a system SCQ of ecological certification of products of the given kind(view).

During certification the available minutes of trials of certified products can be used, if they are not overdue and are executed(made) according to the established rules.

7.6. The category(discharge) of firm on a level of ecological purity of commodity is the generalized figure of merit of all commodity sold by firm. He determines the reached level of activity as a whole of particular firm in the market of commodity.

The definition of Category(discharge) of firm is made by calculation of an average weighted level of ecological purity of all certificated goods with allowance for of volumes of all remaining commodity.

7.7. The class of firm is the generalized parameter(index) of a level of ecological purity of commodity, sold by firm. He determines the reached level of activity, progressivity, наукоемкости, as a whole of particular firm in the market of commodity.

Definitions of the Class of ecological purity of production is made with allowance for of all commodity and counted Category(discharge).

7.8. The inspection check behind repeatability of quality of certificated commodity carries out(conduct) not less often 2 yearly at the expense of facilitiess of a body(organ) conducting certification, in the plan order and - or under the stated claims of customers.

At realization of inspection check and at forming conclusions(injections) about quality of activity of firms it is necessary to allow for the claims of customers. The form(shape) of the registration of these claims can be any, - for example, with the help of the cards, specially exhausted and freely sold in locale.

The outcomes of inspection check are made out by the act, according to which one the rating of outcomes of check is given and the concludings about a capability of conservation of operating of the issued certificate are done(made). The act is stored in a body(organ) on certification, and his(its) copies are routed to the initiator of services and entitiess which were taking part in check.

By results of inspection check the body(organ) conducting certification, can suspend or cancel operating of the Ecological certificate and accordingly - applying of the Sign of ecological purity.

In case by results of inspection check the impairment of values one or several figure of merits (but not below than established baseline values) will be established, the recalculation of a degree of quality of particular commodity and substitutions of the Certificate is done(made), or the applicable corrections to the operational Certificate are made. The correction to recording a Degree of quality on the Certificate is done(made) not later than 15 days from the date of an admission of conclusions(injections) of inspection check correct.

At variance with outcomes of inspection check the firm can give the appeal in МЦ or РЦSCQ.

The outcomes of inspection check are briefly mirrored in the registry of the issued Certificates and Certificates of accreditation.

7.9. The accreditation of Regional centers, Branch bodies(organs) of certification, labs and proof-of-concept centers is made by the rules established in a System SCQ.

8. With the purposes of PROGRESSING (PERFECTING) of ACTIVITY

The system SCQ envisions to use positive experience of other Systems of certification by the applicable repayment of the writers, the implementators of the proposals and considers(counts) normal to expect the similar approach to itself on the part of bodies(organs) of other Systems, including foreign and international.

The workers of a Systems participating in its(her) methodological progressing, as far as possible and expediency participate in International conferences and commissions directed on generalizing of national and international expertise on realization of certification of products and looking up of paths of accelerated social progressing of human community.

9. REORGANIZATION OR LIQUIDATION РЦ

1. SUBJECT of the AGREEMENT

1.1. the customer entrusts, and the Initiator accepts fulfilment of activities on accreditation of the Customer (teaching and supply by methodical materials) on the right of realization of certification on a Degree of quality of commodity, Level of Ecological purity of commodity, level of ecological purity of productions (necessary to point out) in a System SCQ. Field(area) of certification:

1.2. outcome of activities on accreditation is the issue of the Certificate of accreditation.

2. OBLIGATION OF THE PARTIES CONCERNED

2.1. the INITIATOR is obliged during all validity of the Certificate of accreditation to execute the methodical consulting help, supply by new methodical materials and forms(shapes) of the new forms, to inform the Customer on all variations in the method of applications used at certification on a system SCQ.

2.2. the CUSTOMER is obliged quarterly to pay these activities in the sum 20 % from scopes of work for certification — in flow 0,5-1года, and in the sum 10 % — in 6-12 months, after written endorsement from the side МЦ of a regularity of fulfilment of original positions SCQ.

Outgoing from the obtained sums, after payment of indispensable taxes, the repayment of activities is made by listing facilitiess to the personal score of the adviser from МЦ SCQ ground Turnkey contracts. A surname of the adviser and number of the score will be indicated complementary.

2.3. During fulfilment of activities the Customer provides a specially organized commission with materials indispensable for obtaining enough for the full information about аккредитуемом the object: * a Rule(situation,position); * of the Particular nomenclature of parameters(indexes) for a part of services, on which one the given body(organ) is accredited; * the data about a regular personnel (explicitly in the specification Statement SCQ, item 10.7). The commission has no right to require(demand) complementary materials and to conduct checks which are not relating an entity of a problem.

2.4. Beginning activities is determined in the afternoon, following after receipt(entry) of a down payment.

2.5. Rated time of fulfilment of activities — 30 calendar days.

2.6. At originating for any of the sides during activity of a Commission of need(requirement) to inform the Customer or Initiator on the separate solutions, which one subsequently can influence general results, other side informs on it not later, than in 3 (three) days after originating.

2.7. Under the totals of consideration of introduced materials the Commission compounds the preliminary written concluding about capability / impossibility of issue of the Certificate of accreditation, about what is taken formal note of acceptance, which one is signed by the Sides.

2.8. If the Commission has come to a conclusion(injection) about impossibility of issue of the Certificate of accreditation, the Initiator returns to the Customer facilitiess, listed(transferred) to his(its) score, minus the consumptions on the studies, conducted By a commission.

2.9. Both sides have the right to use the items of information on outcomes of realization of accreditation for publication in opened printing directional leaving out of customers etc.;

2.10. The accredited organization requires(demands) of the firms which have obtained the Certificate, usage of the Certificate or Sign of quality with placards "High quality" or " High culture ", or " Ecological purity " for простановки on signboards, in advertising, on the warehouse keeper's certificates, in floor brokers, places of acceptance etc.

2.11. The right of accreditation of other bodies(organs) on a system SCQ МЦ reserves.

2.12. The repayment of inspection check spent by bodies(organs) МЦ SCQ, activity of the accredited body(organ) is included into a contractual price.

2.13. The present Agreement is considered executed(made) after issue of the Certificate of accreditation or after a conclusion(injection) of a Commission about reasoned failure(refusal) in his(its) issue.

2.14. At twofold and more violation(disturbance) by the Accredited organization of the rules of a system SCQ or " of an Order of submission and consideration of materials of certification " the Certificate of accreditation is cancelled МЦ SCQ.

3. CONDITION And PROCEDURE OF PAYMENTS

3.1. the repayment of activities is made by the way of %100 -s' down payment.

4. RESPONSIBILITY of the SIDES And FINES

4.1. In case of ungrounded failure(refusal) of the Customer or Initiator from started activities or непредоставления of the information, sufficient for realization of activities, the party in fault is obliged to reimburse all overhead expense and to pay the fine at a rate of 8 (eight) % from the sum of the Agreement.

4.2. In case of temporary непредоставления by the Customer of the information, sufficient for realization of activities, term of fulfilment of activities is augmented by quantity of days of delay of the demanded information.

4.3. In case the Initiator has held back fulfilment of activities in stipulated term, the Initiator pays of the fine(foam) at a rate of 0,5 % (five tenth) per every day of a delay, but no more than 8 (eight) % from the sum of the Agreement.

4.4. All claims of the sides are resolved in the order, established by the legislation.

5. FORCE MAJEURE

5.1. The sides are freed from the responsibility for partial or full violation of the responsibilitiess under the present Agreement, if it was by a consequent of the circumstances of force majeure.

5.2. The side, for which one has formed look-alike impossibility of discharge of the obligation under the present Agreement, is obliged with approach of above-stated circumstances to inform(notify) other side. By proper endorsement of availability of the mentioned above circumstances and their endurances are helps giving by government bodies.

5.3. If these circumstances will keep more (three) 3 months, the sides are completely freed from further discharge of the obligation by agreement.

6. CURRENCY OF THE CONTRACT

6.1. The agreement commences on the date hereof.

6.2. The termination date of the Agreement is determined:

а) Failure(refusal) in issue of the Certificate.

б) At issue of the Certificate of accreditation - duration of the Certificate of accreditation a plus 2 (two) years.

7. OTHER CONDITIONS

7.1. The given Agreement is compounded(drawn up) in 2 (two) copies, each of which has an equivalent validity.

7.2. All variations of the Agreement can be made only in written form on a mutual consent of the sides. any of clauses of a treaty can not be resized unilaterally.

7.3. The complementary agreements to the given Agreement are an integral part of the Agreement.

7.4. The sides, signing the given Agreement, do not bear responsibility before the third persons.
