1. GENERAL PROVISIONS
1.1. The section of social expertise (hereinafter
referred to as “Section”) is structural subdivision of the Russian expert
League (hereinafter referred to as “League”) — noncommercial entitiess
in the form(shape) of noncommercial partnership, - his(its) members, created
for assistance, in implementation of activity directed on achievement of
the purposes, foreseen present Rule(situation,position).
1.2. The section in the activity is guided
by the Charter of League, Constitution of Russian Federation, Federal act
“ About noncommercial entitiess ”, current legislation of Russian Federation
and present Rule(situation,position).
1.3. Full naming of a Section in Russian:
“ a Section of social expertise ” of the Russian expert League.
The abbreviated name of a Section in Russian:

1.4. The section has the independent subscores
(?) In computational and diverse, including currency scores of banks of
League on territory of Russian Federation and outside its(her) territory,
title block with an emblem and full naming of a Section in Russian and
English languages, forms with the naming and naming of the Russian expert
League.
The members of a Section do not answer for
obligations League, and the League does not answer for obligations the

2. Subject and
purposes of activity of a Section:
Such problems of effect per capita (company),
as impurity by chemical agents and biological objects of air, potable water
opened basins and soil enter into a data domain of social expertise;
Effect of the physical factors: radio waves,
radioactive contamination, noise, dust etc.;
Material, psychological, временны'е and diverse
overloads of the person, company;
Negative effect through all sense organs of
the person, including audio, gustatory, visual, olfactory, as a whole on
physical and mental condition of the person over the established sanitary
- epidemiological official and public norms(standards) — of a social background;
Delay of treatment, aggravation of illness,
including because of an ineffective and incorrect direction of treatment,

Rise of social tension (for example, because

of conditions(situation), dangerous behavior of the domestic animals, drivers

of servicing, state of a municipal infrastructure etc.);
Brutal treatment with animals, including with
wild;
Physical and psychological effect per capita,
sanitary - epidemiological impurity and деэстетизация of territory by the
domestic animals;
Negative informational - psychological effects,
including through cognitive, musical and diverse a body of a radio program,
as a whole from aesthetic, spiritual impurity of the information environment;
Misinformation, allocation distorted and false
of the information;
Education of youth and as a whole companies
in antisocial spirit,
Distribution(propagation) of antisocial philosophy,
which one in the long term can plot to company material, economical, social,
moral and diverse damage, social instability, tension and social failures(stalls);
Fraud of the seller and buyer;
Delay of patenting and publication of socially
significant achievements;
Violation(disturbance) of the copyrights,

of intellectual property;
Rise of threat to life, health, property and
personal contributions,
Loss of the family provider, other negative

And also any other factors negatively affecting
health, psychological and physical condition of the person calling(causing):

spare time, impairment of a psychological state of the people, оболванивание,
forfeiting of the people of the right to decide the destiny in a measure
of the capacities and, on the contrary,

character, in idols, in the resisted inclinings without adequate substitution
and (or) psychological indemnification(compensation),
Peaking of feeling of aimlessness of existence,

of the person,
Spiritual and spiritual spiritual bankruptcy.
2.1. The main(basic)
purposes of activity of a Section are:
- Organization of professional interplay of
the Russian expert institutes, and also legal and natural persons engaging
expert activity in an orb of social expertise, and also rendering by
him(it) of scientific - methodical, information, financial, legal and diverse
support for supply in Russian Federation of a level of expert activity
applicable to the modern international requirements, and realization of
the applicable practical activities with engaging of the professionals.
2.2. The subject of activity
of a Section includes:
2.2.1. Progressing an infrastructure of expert
activity in social field(area), including:
-
· conditioning for
constant rise of public performance of экспертно-analytical support of
processes of opening-up of the solutions at all levels legislative and
executive authority, and also in economic activities;
-
· assistance of
effective cooperation of expert councils and entitiess executing state
and non-state expertise in an orb of social activity;
-
· creation and management
of a unified all-Russian data bank of the experts profiled (specializing)
in an orb of social expertise;
-
· progressing of
normative - legal base of expert activity in country;
-
· the applicable
scientific - methodical supply and progressing of the operational expert
institutes;
-
· usage in own activity
and propagation of forward methods in an orb of social expertise, including
during social tracking of the projects, certification of quality of commodity
and productions;
-
· engaging of the
domestic and foreign investments for progressing expert activity;
-
· forming of a regional
network(grid) of the members РЭЛ, including by accreditation of the applicable
entitiess and certification of the experts for a trade (speciality) “ social
expertise ”;
-
· упорядочивание
of activity of the market participants of expert services, organization
of certification and licensing of expert activity;
-
· a spread spectrum
and improvement of the quality of services rendered by the members of League,
with allowance for priorities of concerns of company
-
· improvement of
professional skill of the experts on frame kinds(views) of expert activity;
-
· involvement in
realization of complex(integrated) expertises (in a part concerning
social problems) by a way entitiess of a team working of the members
of a Section by consideration of the large projects, several specialized
expertises, requiring of realization;
-
· accumulation of
facilitiess and creation of financial gears ensuring implementation of
authorized activity of a Section.
2.2.2. Protection of professional concerns
of the members of a Section, including:
-
· perfecting of
a system of relationships of the members of a Section with clients;
-
· rise of image
and public status of the expert;
-
· protection of
the rights and concerns of the members of a Section on problems connected
to its(her) authorized activity, in state, judicial and diverse bodies(organs),
foreign and international entitiess;
-
· fulfilment of
functions of the arbiter in an orb of social expertise.
2.2.3. Progressing international cooperation
on commissions and on behalf of League, including:
-
· representation
in international entitiess;
-
· progressing of
cooperation and installation of partner attitudes(relations) with national
associations, associations of other countries, and also international entitiess
of the experts;
-
· installation and
progressing of cooperation with business communities, and also international
entitiess and governmental bodies of foreign countries interested in progressing
and strengthening of international economical attitudes(relations) and
links;
-
· упорядочивание
and rise of performance of expert activity within the framework of the
international programs, including - programs of technical assistance of
Russia, programs of World bank and other international financial entitiess;
-
· organization,
including with the foreign partners, conferences, workshops, seminars,
business of clubs, colloquim& and diverse measures, and also personal
trips and contacts on exchange of expertise between the specialists of
different countries.
2.2.4. Information and organizational support
of the joint projects of the members a Section directed on:
-
· the extension
of the market of expert services;
-
· creation of an
information infrastructure ensuring activity of the members of a Section.
2.2.5. The implementation independent research
and development also informational& of analytical activities on problems
connected to authorized activity of League, and also with activity of a
Section, definite present Rule(situation,position).
2.2.6. Involvement in development both implementation
of the projects and programs of teaching, conversion training and improvement
of professional skill of administrative staff(frames) of firms, companies,
entities and other patterns.
2.2.7. Supply of public control behind opening-up
both implementation of the programs humanitarian and technical assistance,
social and other programs and rating of their performance.
2.2.8. Creation and management of the Federal
registry Russian legal and natural persons engaging expert activity in
Russia in a social orb;
2.2.9. Implementation of diverse activities
not contradicting to the current legislation and the international treaties
and applicable to the authorized purposes of League and the purposes, consolidated
present Rule(situation,position).
2.3. The section according
to a subject and purposes of its(her) activity executes following functions:
-
· involvement in
framing the proposals for bodies of state power and control on problems
which are included in a line of business of a Section, definite present
Rule(situation,position);
-
· implementation
research and development, expert, certified, аккредитационной, организационно
pedagogical and publishing, distribution(propagation) of issuings, printed
materials and information connected to activity of a Section;
-
· issuing of the
popular scientific literature
-
· fulfilment of
activities and rendering of services to the Russian and foreign legal persons
and citizens, including:
-
- Social tracking of the projects and operational
objects with a significant(sizeable) fraction of social consequences, certification
of the goods and services with issue of the certificates of fitness;
-
- Accreditation of bodies(organs) of social
expertise and bodies(organs) of certification;
-
- Accreditation and proficiency of bodies(organs)
of social expertise and separate experts on a speciality “ Social expertise
”;
-
- Under the agreements for cooperation with
International Academy of public progressing with engaging of the specialists
of other sections РЭЛ, other specialists and public expertise of the public
contribution of the separate specialists and creative groups with awarding
of the diplomas of a creative extent of public progressing and honorary
certificates with issue on behalf of League accordingly of certificates
of fitness and diplomas of a creative extent by results of calculation
of a personal rank of the initiators, certificates of accreditation, certificates
of the experts and certificates of proficiency of the experts.

· submission(representation)
both protection of the rights and legitimate interests of the members of
a Section, at will and as agreed with board of League in government bodies
and control, in foreign countries and international entitiess, and also
in attitudes(relations) with other firms and entitiess;
-
· creation and financing
of creative groups, expert councils, commissions, including with engaging
of the foreign specialists;
-
· engaging and accumulation
on the own subscores in League of financial assets from extra-budgetary
sources for implementation of expert activity;
-
· allocation on
favourable terms to founders and members of a different kind of the help
and support (including gratuitous financial help).
The section carries on the registries and
business files on the persons, elapsed accreditation, and obtained the
diplomas and certificates.
2.4. For implementation of the purposes and
functions, foreseen present Rule(situation,position), the Section has the
following rights:
-

availability and motion of own facilitiess on the scores of League.

· to execute enterprise
activity, serving achievement of the purposes of a Section, for which one
she is created; including, expertise of the projects, certification of
the goods and services — on behalf of League and as agreed with Board РЭЛ.

· to execute diverse
activity according to the current legislation and present Rule(situation,position).
3. Membership
in a Section
3.1. The members of a Section can be
the citizens and (or) legal persons.
3.2. The reception(trick) in the members
of a Section implements Board of a Section ground applications.
3.3. The order of the introduction in the
members of a Section and output(exit) is determined by a Rule(situation,position)
about membership in a Section.
3.4. The member of a Section has the right:
· to participate
in business management of a Section;
· the member of
a Section of social expertise РЭЛ has the right to gain the information
on activity of a Section in the order, definite Board of a Section and
- or Leagues;
· at own discretion
to come out of Sections;
3.5. The member of a Section is obliged:
· to execute(design)
stands of the present Rule(situation,position) and solutions of leading
bodies of a Section and League;
· it is well-timed
and in a full volume to execute(design) the responsibilitiess, taken on,
to a Section and League, to promote implementation of the purposes of activity
of a Section and League.
4. LEADING
BODIES of a SECTION
4.1. A leading body of a Section is the Board
of a Section.
The board of a Section actuates the Chairman
and cochairmans of a Section on following socially oriented directions:
-
Social expertise and social tracking of the
project;
-
Certification of products (goods and services,
activities);
-
Accreditation of bodies(organs) of certification
and teaching on a subject “ Social expertise ”;
-
Certification of the experts on the right
of occupation by social expertise, proficiency them on a level (rank) and
management of the applicable registries of the certificated experts;
-
Improvement of professional skill (study and
practice) and other (on necessity).
In case of advance leaving of the member of
the board the Board has the right independently to to co-opt in the structure
of the new member instead of leaving on period of operating of authorities
of the given structure of Board with the subsequent statement(confirmation)
it(him) on sitting Правленич of a Section, and also with the subsequent
coordination with Board of League.
Each of the members of the board can supervise
no more than two directions. The allocation of directions implements under
the mutual coordination on one of sittings at the presence of all members
of the board and is received by working majority.
The scientific - methodical activity is the
responsibility of each member of the board.
4.2. The exclusive competence of Board is:
· a repositioning
about a Section — with the subsequent coordination with Board of League;
· election of the
new members of the board and advance termination of their authorities —
with the subsequent coordination with Board of League;
· a solution of
the question about termination of activity of a Section — with the subsequent
coordination with Board of League;
The termination of activity of a Section can
be originated by Board of a Section or Board of League.
Board competently to receive the solutions,
if in a nem participate or more than 2/3 structures of Board are submitted(shown).
4.3. The solutions of Board are received present
on sitting by working majority of voices. The form(shape) of voting is
established(set) by Caucus.
4.4. The board meeting is competent, if on
a nem there is more than half of members of the board.
4.5. All current solutions are received соруководителями
on the applicable directions at the consent at least quarters of the remaining
members of the board and enter into force after the statement(confirmation)
of the Chairman of a Section. In case of decision making on directions
supervised Chairman of Board, the solution is asserted(approved) by(with)
any cochairman (at the consent of a quarter of the remaining members of
the board).
Board:
· creates consulting
commissions on reference directions of activity of a Section for submission(representation)
on Board of League.
· asserts(approves)
an emblem of a Section;
· decides other
problems, except for those, which one concern to the exclusive competence
of League;
The solutions are received by working majority
of voices present on sitting. The form(shape) of voting is established(set)
by Board. The solutions at the choice of the Chairman and Cochairmans are
considered adopted, if from them has voted more than 2/3 members of the
board, present on sitting.
* Chairman:
· executes a communal
manual of activity of a Section,
· presides over
board meetings and supervises over his(its) activity;
· introduces a Section
on Board of League and under its(her) mandate — in the relations with state
bodies(organs) and entitiess by public associations, foreign entitiess.
4.6. Into the
competence of the Cochairmans enters:
· organization of
development of the proposals on areas of activity of a Section;
-
Opening-up of materials for board meetings;
· a manual of Board
in absence of the Chairman and solution of diverse problems which are included
in the competence of the Chairman (on his(its) written commission).
